Since he arrived at NIU, Chief Phillips has been an excellent leader. One key example is employee recognition. He has honored officers for accomplishments. He has his department participate with other local departments in events like honoring women in law enforcement. Now he has recognized the first African American officer in DeKalb County, Bob Phifer.
